The Board

Growth Lancashire has a private sector led board of company directors that contribute a wide range of expertise and are well equipped to support the Company’s mission of contributing towards a growth in productivity, prosperity and places across the County.

The Board also comprises elected representatives, typically Council Leaders or Portfolio holders, from the following local authorities: Blackburn with Darwen, Blackpool, Burnley, Chorley, Fylde, Hyndburn, Lancashire, Lancaster, Pendle, Rossendale, and West Lancashire.

Tim Webber MBE

Chairman

Tim is Chairman and Managing Director of Pendle based Development Company, Barnfield Construction Ltd. Tim previously sat for four years on the Board of Directors for the Lancashire Economic Partnership and won the Lancastrian of the Year Award in 2010. Tim was awarded an MBE for his contribution to business and the community.

Miranda Barker

Director

Miranda has been Chief Executive of East Lancashire Chamber of Commerce since 2017. For more than 20 years Miranda has been intrinsically involved with Chambers, ranging from Wigan and Greater Manchester, to Halton, Liverpool and East Lancashire. She has worked as a board member, president, council and assembly member, as a bidding partner and as a policy adviser. Miranda has been the owner of an SME, a director within a Plc, and is an environmental consultant. Miranda was appointed to the Board of the Lancashire Enterprise Partnership in 2019.

Ian Brown

Director

Ian is a Director of Blackburn and Darwen Hive Business Network. Ian has facilitated the creation of partnerships between secondary schools in Blackburn with Darwen and larger companies in the area. Ian is also Chairman of the Education Partnership Trust.

Stephen Greenhalgh

Director

Stephen has been joint Managing Director of kitchen and bathroom manufacturers   J & J Ormerod Plc since 2003. J & J Ormerod is one of Rossendale’s biggest employers, employing over 300 local people

Babs Murphy

Director

Babs has been Chief Executive of the North and Western Lancashire Chamber of Commerce since 1992. Both the Chamber’s and Babs’ achievements have been highlighted through a variety of awards and appointments with the Chamber being recognised as one of 52 accredited Chambers operating in the country. Through her leadership the Chamber has achieved exemplar status in the field of events, marketing and membership services.
