Steven Cochrane, Director
Steven was appointed Director in 2013, prior to this he was Head of Strategy for the Pennine Lancashire local authorities, leading the development of a wide range of economic, skills and regeneration strategies and investment plans. He started his career on a graduate programme and spent 5 years working in industry. Steven holds a Masters with Distinction in Local and Regional Regeneration, and was awarded Leeds Beckett University’s Centre for Urban Development’s Award for Outstanding Academic Achievement. Steven has sat on Government commissions and expert panels relating to economic growth and regeneration. Under his leadership Growth Lancashire has helped to create over 4,000 jobs in Lancashire and attracted over £50m private investment.
Matthew Sidgreaves, Head of Operations
Matthew joined the company in 2016 following more than 10 years’ experience of working in economic regeneration. As Head of Operations, Matthew oversees the company’s delivery role for the Lancashire Business Growth Hub, Boost. Through Boost, the company provides a range of services to the County’s businesses, including access to a team of experienced advisors who deliver impartial and face-to-face business advice. Since joining the company, Matthew has led on the delivery of other business support programmes, including the company’s involvement in the £7.5m RGF-backed Lancashire Business Growth Fund. During his time with Blackburn with Darwen Borough Council, Matthew was responsible for developing a positive and growth-focussed Council-business relationship, resulting in the formation of the Hive Business Leaders Network. In 2014, Matthew completed an MBA at the University of Central Lancashire, with his dissertation focusing on the high growth potential of small and medium sized enterprises.
Janet Doolan, Business Support Manager
Janet joined the company in 2015 and now manages projects and staff providing the business helpline service for Boost, Lancashire’s Growth Hub. She has acquired significant experience in developing and managing a wide variety of public funded support programmes over the last 15 years. She has worked extensively with both businesses and individuals to maximise their growth ambitions. She has contract managed multi-million pound public sector projects and programmes in Cumbria and Lancashire. Janet has expertise in developing employment and skills policies and strategies. Janet has a degree from the University of London, post-graduate diploma from the University of Strathclyde and a management qualification. She is Vice Chair of Governors at an Outstanding Special School in Blackburn.
Vladimir Pejcinovic, Heritage Investment Manager
Vladimir joined Growth Lancashire from Hyndburn Borough Council where for 10 years he worked in Economic Development and Regeneration demonstrating his ability at progressing complex projects and developing strategic partnerships. Prior to this Vladimir spent 20 years working in the private sector including setting up and running his own companies. The ability to seamlessly navigate private and public sectors has proved extremely beneficial for many businesses with their growth plans. Vladimir has a particular expertise in Heritage, recognising that it offers a great opportunity to develop Lancashire’s tourism offer and diversify the economy whilst delivering positive regeneration outcomes. Vladimir holds a higher level management qualification and a degree in Law from Lancaster University.
Mick Hynes, Finance Manager
Mick joined the Company in 2013, following many years’ experience in Local Government Finance and has a passion for accuracy and detail. Mick specialises in overseeing the financial delivery and audit of large scale externally funded economic development projects and business support programmes. Mick has worked on a wide range of Government programmes and has acted as financial lead in European Funding programmes across Lancashire. Mick also has significant experience in supporting business advisors undertaking due diligence on business grant and loan applications.
