Local Authority Conservation services

18.12.18

Following restructuring at Blackburn with Darwen Borough Council, Growth Lancashire was asked to assist the Council with delivery of its conservation service. The service delivers the Council’s Conservation Officer functions. This has resulted in significant savings for the Council, whilst also ensuring that conservation/heritage is a driver of economic growth.

The principle activities undertaken as part of the Service Level Agreement are providing advice on planning applications concerning Listed Buildings or Conservation Areas, including Pre-application advice. Growth Lancashire also advises on the maintenance of Council owned heritage structures, and assists with the delivery of National Lottery Heritage Funded projects, such as the Northgate Townscape Heritage Initiative scheme.

The opportunity to support the Council’s conservation activities dovetails nicely with the company’s mission of growing productivity, prosperity and places across Lancashire, and our vision for Lancashire to maximise its potential, capitalising on its economic strengths and its built environment. Research continues to show that heritage is a key resource to connect people to places. Strengthening that connection brings to places a host of other social and economic benefits.
